Minister: employers, state to cover most of health insurance fee

Minister of Health Anahit Avanesyan outlined a new mechanism via Facebook Live for how health insurance contributions will be calculated in 2026 for employees earning between 200,001 and 500,000 drams monthly.

According to her, only 300 drams will be deducted from workers’ salaries under the new scheme.

“If your gross salary — that is, your full pre-tax income — is between 200,001 and 500,000 drams, your monthly health insurance fee will be 10,800 drams. But for 2026, the government will pay 6,000 drams of that amount from the state budget,” she explained.

That leaves 4,800 drams to be paid. Of this, the employer, as the tax agent, is expected to contribute. Currently, employees pay a 5,500-dram monthly soldier support fee, which is set to be reduced to 1,000 drams. The remaining 4,500 drams will be redirected by employers toward health insurance, meaning that only 300 drams will be deducted from the employee’s salary.

Parliament has approved the draft law “On Health Insurance” in its first reading. The law will be implemented in stages over three years. It will cover all citizens of Armenia but will not include every possible healthcare service or individual need. Instead, it targets key conditions and illnesses that are the leading causes of illness and death, aiming to improve related health outcomes.
