The Yerevan City Council has approved a package of non-reportable items, including the rates for local taxes and fees for 2026.
Among the approved measures are the tariffs for paid parking spaces—known as "red zones"—and public transport fares. These rates will remain the same as in 2025, according to Sputnik Armenia.
During the session, opposition factions proposed making these issues reportable for public debate. However, Mayor Tigran Avinyan countered that since no changes were made to the rates, there was no need for separate reports or discussion.
During the vote, an opposition council member shouted from their seat: “Anyone who votes is a Nikol supporter!” In response, Avinyan called for restraint and order.
“Mr. Hakobyan, excuse my expression, you’re not in your neighborhood street. Please behave appropriately,” Avinyan said.
Earlier, the Court of Administrative Appeals rejected the City Council's appeal, upholding a lower court ruling that invalidated provisions related to paid parking. In response, the city decided to take the case to the Court of Cassation.
Samvel Hakobyan, a member of the opposition Mother Armenia faction, claimed that the ruling Civil Contract and Republic parties brought the local fee exemptions bill to the agenda.
Another faction member, Manuk Sukiasyan, questioned Avinyan on the morality of continuing the red zone system: “Do you realize that you’ve reached into citizens’ pockets, and continue to do so?”
