SRC chief: Armenia’s tax system modernizing rapidly

Chairman of the State Revenue Committee (SRC) Eduard Hakobyan, during a year-end meeting with top SRC officials and department heads, stated that 2025 marked stable and significant growth in tax revenues. He also outlined key future priorities for the system.

Hakobyan noted that a common vision was formed this year about the Committee’s future.

“The SRC must become a dynamically developing and leading institution, known for bold technological innovation and a human-centered approach. These qualities must make it competitive regionally and globally,” he emphasized.

He said every official in the system must aims to create a fair and transparent tax and customs environment, promote voluntary compliance, and serve both citizens and businesses for Armenia’s continued development.

Throughout the year, tax administration efficiency also improved. As the number of audits decreased, analytical tools played a greater role and delivered stronger results. Major breakthroughs in fighting the shadow economy were achieved, particularly using digital intelligence tools.

The customs sector also recorded double-digit growth. Thanks to improvements in the customs risk management system, there was a sharp increase in the number of goods cleared under the “green lane” procedure and in automated clearances. Additionally, the number of businesses using preliminary customs declarations rose.

Major smuggling attempts, particularly drug-related, were uncovered. Anti-corruption efforts also produced unprecedented outcomes, with over 20 cases reported.

Hakobyan highlighted the introduction of new mechanisms to manage disruptions in digital systems, which helped prevent potential issues. He reiterated that strengthening the culture of tax payment must be seen not only as a constitutional duty but as every citizen’s contribution to the stability of the national budget.
