Prime Minister Nikol Pashinyan received approximately 11.95 million AMD in performance bonuses for the first half of 2025, with an additional 1.97 million AMD awarded under a separate category, according to Hetq.
Between 2021 and 2025, the PM’s Office, including the prime minister, two deputy prime ministers, and an average of 491 staff, received a total of 2.84 billion AMD in bonuses and incentive payments.
Of this, around 381.85 million AMD was disbursed based on 2025 first-half performance results, shared among 412 staff members, the prime minister, and the two deputy PMs.
While the government did not specify exact amounts for Deputy Prime Ministers Mher Grigoryan and Tigran Khachatryan in this timeframe, it confirmed they jointly received around 106.74 million AMD between 2021 and 2025.
The PM’s individual bonus, tied to performance assessment, was listed as 11.95 million AMD.
The government implemented a pilot system on November 27, 2025, to evaluate and reward performance in public administration, aimed at improving execution of strategic priorities. The project spans 24 months (2025–2026) and includes 16 institutions, such as the PM’s Office, ministries, and key state committees.
Each body sets its own performance goals and indicators, coordinated with the deputy PMs and approved by the prime minister. Assessments include ratings like “fully completed” or “mostly completed,” which translate into bonus points. On December 4, 2025, the government adopted a coefficient system to calculate bonuses based on position level.
Armen Khachatryan, head of the Government’s Public Relations Department, stated that the PM’s Office staff received bonuses based on their monthly, semiannual, and annual performance results.
