Parliamentary committee backs traffic, migration law reforms

On January 16, the Standing Committee on Defense and Security reviewed and approved several legal proposals during their second reading. The changes include key reforms in traffic law enforcement and migration policy.

A major amendment will allow foreign nationals driving Armenia-registered vehicles to be notified of traffic violations recorded by surveillance systems. These drivers will also be able to pay their fines directly at the border, easing enforcement and ensuring compliance before departure.

Deputy Interior Minister Armen Ghazaryan, who presented the changes, said the goal is to close loopholes and ensure equal enforcement of road safety regulations.

The committee also backed a bill to fully digitize the residence permit process for both temporary and permanent statuses. The changes aim to streamline application procedures and improve transparency.

Additionally, Ghazaryan introduced a proposal for a new work visa system, citing increased labor migration to Armenia. The initiative seeks to manage the flow of foreign workers and formalize employment-based entry.

The implementation date for the reforms has been pushed from August 1 to November 1, allowing more time for technical and administrative preparation.

Committee member Armen Khachatryan urged colleagues to vote in favor, and the committee will recommend that the full National Assembly include the package in its upcoming sessions.
