Baku again demands changes to Armenia’s Constitution

Azerbaijani MP Gudrat Gasanguliyev has stated that Baku is ready to sign a peace agreement with Armenia by June, provided Armenia “commits to ensuring its new Constitution does not contain territorial claims against Azerbaijan.”

“Before Armenia’s next elections, that is, by June this year, we can sign a peace treaty,” Gasanguliyev said, according to APA. He noted that approval from Azerbaijan’s Milli Majlis (parliament) is required for such a treaty to be finalized.

“The agreement was pre-signed in August last year. It now needs to be reviewed by parliament. I suggest including this issue in the agenda for the spring session,” he added.

Gasanguliyev also emphasized the growing logistical ties between the two countries: “Currently, goods are being transported through Azerbaijani territory to Armenia. Azerbaijan sells fuel to Armenia. If goods can pass through our territory to Armenia, I think it should also be possible to transport goods from Armenia into Azerbaijan.”

He proposed restoring the railway line connecting Azerbaijan and Armenia, including the Sadarak–Yerevan rail link. Talks are also underway to open roads between Turkey and Armenia by March, he said.

“To ensure the rapid development of Nakhichevan, cargo should be moved via the railway passing through Armenian territory. I believe the government should take steps in that direction,” Gasanguliyev concluded.

On August 8, during a trilateral meeting at the White House between Armenian Prime Minister Nikol Pashinyan, U.S. President Donald Trump, and Azerbaijani President Ilham Aliyev, a joint declaration was signed in Washington.

Also in Washington, Armenian Foreign Minister Ararat Mirzoyan and Azerbaijani Foreign Minister Jeyhun Bayramov pre-signed the “Agreement on Peace and Establishment of Interstate Relations Between the Republic of Armenia and the Republic of Azerbaijan” in the presence of U.S., Armenian, and Azerbaijani leaders.
