On February 2, illegal structures built on the lakeside property of former Police Chief Vladimir Gasparyan in Sevan, including retaining walls, a ramp, and a fence below the legally permitted elevation, were demolished, according to the Prosecutor General’s Office.
The prosecutor’s office is pursuing a civil forfeiture lawsuit seeking to confiscate the villa from Gasparyan and his affiliates, claiming it as property of illicit origin.
The office had previously announced on December 30, 2025, that the demolition of illegal constructions below the “absolute elevation” around Lake Sevan had officially begun. That campaign continues into 2026.
Since December 2025, enforcement actions based on the prosecution’s motions have led to the demolition of around 40 illegal structures, both major and minor, across 14 lakeside plots. Additionally, the Sevan National Park State Non-Commercial Organization has terminated two land-use agreements.
Beyond Gasparyan’s property, the prosecutor’s filings and motions also target:
- The administrative complex and cottages of the Harsnakar Hotel (Sevan, Yerevanyan Hwy)
- The villa of Ruben Hayrapetyan, former president of the Football Federation and MP (Sevan, Rest Area 3rd Street)
- The villa of Seyran Ohanyan, former Defense Minister (Drakhtik, 1st Street)
- The villa of Arman Hakobjanyan, Chair of Kapavor LLC’s Board of Directors (Drakhtik, 1st Street)
In total, eight additional motions were submitted to the Ministry of Environment and the Sevan National Park in 2025 by the Prosecutor’s Office for further enforcement.
As part of their legal mandate to protect state interests, the General Prosecutor’s Office and the Gegharkunik regional prosecutor have also submitted crime reports to investigative bodies, launching several criminal proceedings.
