No changes due on Church’s constitutional role: Galyan

During a year-end press conference on her 2025 activities, Minister of Justice Srbuhi Galyan stated that no discussions have yet taken place regarding constitutional provisions related to the Armenian Apostolic Church or the Declaration of Independence.

She said that, given the Church’s historical and societal role, she personally sees no need to amend its constitutional status.

“I want to highlight that having a constitutional norm regarding the Church ensures it receives additional legal guarantees, which are not provided to other religious organizations. I hope this clarification will put an end to the debate,” the minister said.

As for the Declaration of Independence, Galyan said the topic has not been addressed so far. However, once it's formally included in the agenda and a decision is made, the public will be informed about any changes made to the Constitution’s preamble.

At the same time, she reaffirmed that the draft of the new Constitution will be completed in March.

Earlier, Prime Minister Nikol Pashinyan stressed the importance of adopting a new Constitution as part of the "Real Armenia" ideology. He noted that a nationwide referendum is crucial, given the perceived lack of legitimacy of previous referenda.

Pashinyan previously stated that the new Constitution should aim to move away from “the residual mindset of a stateless nation” and shape a “state-building civic culture,” rooted in constitutional harmony and democratic participation. Azerbaijan has repeatedly declared that Armenia must amend its Constitution.
