ECHR sees rise in complaints against Armenia in 2025

According to the European Court of Human Rights (ECHR) 2025 annual report, the total number of pending applications before the court dropped by 11%, from around 60,350 on January 1 to approximately 53,450 by December 31. However, the number of newly submitted applications rose by 10%, from 28,800 in 2024 to 31,800 in 2025.

At the end of 2025, there were 941 pending complaints against Armenia. The number of new applications filed against Armenia reached 189, up from 180 in 2024 and 147 in 2023, reports Aravot.

In 2025, the court issued rulings in 23 cases involving Armenia. At least one violation was identified in 22 of them. Notably, 12 cases involved a breach of Article 6 of the European Convention on Human Rights, which guarantees the right to a fair trial.

According to the report, Turkey leads in the number of pending cases with 8,464 complaints (34.5% of the total), followed by Russia with 7,177 (13.4%), Ukraine with 4,004 (7.5%), Poland with 3,517 (6.6%), Italy with 2,787 (5.2%), Greece with 2,562 (4.8%), Romania with 2,489 (4.7%), and Azerbaijan with 2,180 (4.1%).

Regarding judgments where at least one violation was found, Ukraine tops the list with 60 out of 160 rulings, followed by Russia with 153 out of 156, Turkey with 66 out of 74, Italy with 62 out of 65, Moldova with 45 out of 48, and Azerbaijan with 43 out of 48.

The report also notes that of 15 inter-state cases currently under examination, 12 are conflict-related. These include four cases filed by Ukraine against Russia, one by the Netherlands against Russia, four by Armenia against Azerbaijan, one by Armenia against Turkey, and two by Azerbaijan against Armenia.
