Russian Foreign Minister Sergey Lavrov has addressed the prospect of Armenia joining the European Union, stating that such a move contradicts the obligations Armenia has undertaken within the framework of the Eurasian Economic Union (EAEU). However, he emphasized that Moscow will respect any decision made by Yerevan.
“Membership in the EAEU is incompatible with the principles underlying cooperation, let alone accession, with the EU. This is your choice, and we will fully respect it,” Lavrov said during his meeting with Armenian Parliament Speaker Alen Simonyan, RIA Novosti reports.
According to Lavrov, Russia is aware that the Armenian authorities are seeking to maintain ties with Moscow, but not everyone in the EU views this favorably.
“We hear the statements of Armenia’s leadership expressing interest in preserving the current level of relations and cooperation with the Russian Federation, while also seeing that such intentions are not particularly welcomed by certain external actors. Our European partners are, in fact, acting quite actively in the opposite direction,” Lavrov noted.
On December 2, 2025, following the sixth session of the Armenia–EU Partnership Council in Brussels, Armenia and the European Union signed a Strategic Partnership Agenda. The document was signed by Armenian Foreign Minister Ararat Mirzoyan and EU High Representative for Foreign Affairs and Security Policy Kaja Kallas.
