Tax authority to pre-fill income declarations

The government has simplified the income declaration system for individuals, announcing that tax authorities will now pre-fill declarations based on information already at their disposal.

Prime Minister Nikol Pashinyan said that until now more than 70 percent of citizens had not entered any additional data and had simply confirmed the declaration automatically generated by the system.

“We thought that if 70 percent of people are not adding anything and it is generated automatically, why keep that extra step?” he said.

At the same time, the prime minister stressed that about 30 percent of citizens do submit additional information. Therefore, they must log into the system and confirm their declaration; otherwise, it will be considered unconfirmed.

Pashinyan noted that the process is linked to the social credit system and involves additional procedures requiring an electronic signature.

In other words, compensation of social expenditures to an individual is carried out if the person has submitted to the tax authority an annual personal income tax calculation — the declaration — authenticated by an electronic signature, in accordance with the law.

According to the prime minister, in 2025 a total of 76,537 citizens received 6.2 billion drams in social credits through the declaration process, meaning the specified amount was refunded to citizens.

“The average amount per applicant was 81,000 drams,” he said.

Pashinyan assessed that the declaration system has contributed to a more targeted implementation of social policy, Radar Armenia reports.

He added that there may be high-income groups for whom an annual return of 100,000 drams in social credit may not seem reasonable.

“There may be groups and segments with high incomes for whom returning 100,000 drams a year in social credit is not logical. The social credits allocated for those groups will later be redirected through regulations toward the segments and groups that need them more,” Pashinyan said.
