Deputy speaker says Karapetyan cannot be PM

National Assembly Deputy Speaker Ruben Rubinyan stated that Samvel Karapetyan cannot be nominated or serve as prime minister because he holds citizenship of another country.

He noted that, in addition to being an Armenian citizen, Karapetyan is also a citizen of Russia and Cyprus, Auroranews.am reported.

“It is impossible to amend a constitutional article after the elections if a prime minister has not been appointed by the president — did you know that?” Rubinyan added.

Earlier, Narek Karapetyan, coordinator of the Mer Dzevov movement, explained through which legal procedures Samvel Karapetyan’s candidacy for prime minister had been put forward, referring to Article 148 of the Constitution.

“Twenty days after the elections, we will present a corresponding legislative amendment to allow any person holding only Armenian citizenship to become prime minister. At that time, Samvel Karapetyan will be solely a citizen of Armenia,” he said.
