Denied housing claims for displaced to be reviewed

Citizens displaced from Artsakh who were denied state housing support due to missing data may apply to an interagency commission by submitting documents to the Labor Ministry.

Families forcibly displaced from Artsakh who applied for the state housing assistance program and were rejected on the grounds that their data were absent from the Migration and Citizenship Service database of the Interior Ministry may apply to an interagency commission by submitting the relevant documents to Armenia’s Ministry of Labor and Social Affairs.

It is noted that within this process there is no need to seek mediation from any other individual, paid service or organization, as the commission accepts applications exclusively on behalf of the rejected citizens. Afterward, the applications are examined in accordance with the established procedure, with cooperation from other agencies if necessary.

On September 19, 2023, Azerbaijan launched a large-scale attack against Artsakh, subjecting the entire territory to massive artillery shelling. As a result, on September 20, the Artsakh authorities accepted the proposal of the command of the Russian peacekeeping mission to cease fire, agreeing to Baku’s conditions, including the disarmament of the Defense Army and the dissolution of the Republic of Artsakh. The attack left 223 people dead, including 20 civilians, six of them minors. From September 24, the forced displacement of Artsakh Armenians began, with more than 100,000 people relocating to Armenia. According to some reports, about 20 Armenians remained in Artsakh, 11 of whom later returned to Armenia, one died and one was detained.
