Rubinyan says Kocharyan’s return must be prevented

Forming coalitions and coming to power after elections is not a crime if it is provided for by the Electoral Code, National Assembly Vice Speaker Ruben Rubinyan said.

In his assessment, bribery constitutes a criminal offense, Aysor.am reports.

“Not everything that is not a crime is necessarily good. We believe that Robert Kocharyan and two oligarchs coming to power is a bad thing and it must be prevented. Is that a crime? If they are fairly elected, it is not a crime, but it is a very bad thing,” Rubinyan told reporters.

He raised the question of what could happen if Armenia’s second president Robert Kocharyan and “two oligarchs” succeed in securing majority support and forming a government.

“No one will be arrested on bribery charges because, as during their years in power, they would not allow law enforcement bodies to do their work. Therefore, how should this be prevented? People must give Kocharyan and the two oligarchs zero votes, because we do not want their rule to be repeated,” he said.

Parliamentary elections in Armenia are scheduled for June 7, 2026.
