Tsarukyan unveils “Guaranteed Peace” concept

Following discussions with the coordinating team of the “Proposal to Armenia” initiative, one of the key pillars of the program — the concept of “Guaranteed Peace” — has been formulated, Prosperous Armenia Party leader Gagik Tsarukyan wrote on Facebook.

“It is dishonest when our people are told that other political forces ‘want war.’ There is no political force in Armenia that wants war,” he said, adding that the choice is not between peace and war.

According to Tsarukyan, Armenia must move beyond the current situation of “new demands, threats of force, new concessions from us and an illusion of peace.”

“Our team is entering the elections with the idea of ‘Guaranteed Peace.’ Guaranteed peace is a system of agreements anchored in international legal and realistic mechanisms and secured by clear tools of oversight and accountability. Any agreement without guarantees is vulnerable.

Armenia must remain committed to its obligations while continuously developing its potential to increase its weight in the region.

Armenia must work with allies to create new security guarantees based on realistic foundations.

Armenia must work toward launching alternative routes and communications (Armenia–Georgia–Russia, Armenia–Iran), as well as implementing major economic and infrastructure projects in parallel. This will significantly raise our level of security.

Our security should not be based on confrontations that place us at the epicenter of clashes between global power centers.

It should be anchored in complementarity, alignment of interests and the principle of geopolitical bridges.”

Tsarukyan said he also wanted to address economic security.

“Without a strong economy, there is no stable diplomacy, no reliable defense, no full sovereignty. Economic security is the foundation of national security.

We must understand the structure of our economy, the logic of business, and the complex mechanisms of creating and preserving jobs, and not mislead our people with beautiful words and false hopes. Honesty requires acknowledging that the Eurasian Economic Union market currently has no realistic alternative; it gives our economy real breathing space and development potential. It is important to make use of these opportunities rather than dismantle what exists. Destroying is easy, but the consequences are often tragic.

Within the Eurasian Economic Union we have significant resources for development and can benefit from major opportunities. At the same time, we need new technologies, and cooperation with the West (the European Union and the U.S.) is extremely important in this regard. In terms of technology and investment, we also have enormous development potential in relations with China. With India and the Arab world, we have vast scope for work and ‘global economic friendship.’ Competent and targeted efforts are required in all these directions,” he wrote.

Tsarukyan added that peace is guaranteed through internal strength, social cohesion, sound diplomacy, a reasonable defense system, diversified and effective economic and allied cooperation, and honest, constructive engagement with all segments of society.

“Guaranteed peace is a state in which a person plans their life not for a month but for years ahead; when parents calmly think about their children’s future; when young people consider staying in their homeland, building a career and starting a family; when a businessman invests with confidence in predictability; when a soldier knows that behind him there is not only weapons, but also a strong economy, professional diplomacy and a united society.

Guaranteed peace is the key idea of Armenia’s recovery and national revival, requiring the unified, dedicated and competent work of all capable forces and individuals. I am convinced that Armenia can follow this path,” he wrote.

Parliamentary elections in Armenia are scheduled for June 7, 2026.
