Minister says independence declaration issue unresolved

No decision has yet been made regarding the removal of the Declaration of Independence from Armenia’s Constitution, Justice Minister Srbuhi Galyan said.

She noted that the draft text of the Constitution will be published in March, Radar Armenia reported.

“The text is almost ready. It will be published with the intention of receiving opinions for amendments. In other words, we will be open to every proposal,” the minister said.

According to her, the preamble and the first chapter have not yet been discussed and are not ready.

“We have merged Chapters 2 and 3 into a single chapter, which means that the state’s positive obligation is to protect citizens’ rights. The state is prepared to assume a greater burden,” Galyan stated.

She added that the separate chapter concerning constitutional amendments is also not yet ready and has not been discussed, Panorama.am reported.

“We have certain provisions related to the head of government that have not yet been discussed,” the minister said, adding that once the text is finalized, it will be published and submitted for public discussion.

Earlier, Prime Minister Nikol Pashinyan, presenting the principles of the “Real Armenia” ideology, emphasized the importance of adopting a new Constitution. He underlined that approval of a new Constitution through a nationwide referendum is essential, as previous referendums suffer from a serious lack of legitimacy from the standpoint of public perception.

Pashinyan stated that the main goal of the new Constitution is to move away from the “residual practices of a stateless nation” and to establish a state-building civic order based on constitutional solidarity and democratic participation.
