The Central Election Commission (CEC) of Armenia has provided explanations regarding the right to participate in National Assembly elections.
To take part in parliamentary elections, only voters who have possessed a valid identity document during the six months preceding election day are included in the voter list of a community. If such a document is absent, the right to vote remains, and participation in voting is still possible in accordance with the procedures set out in the Electoral Code.
The CEC also explained that, according to Article 10, Part 1 of the Electoral Code, the voter list of a community is compiled on the basis of the Register of Voters of the Republic of Armenia, organized by polling stations. The list includes individuals who have the right to vote in the given election and who possessed a valid identity document during the six months preceding the voting day. This provision stipulates that only those voters who had a valid identity document within that period are included in the voter list.
A person with the right to vote who did not possess a valid identity document during the six months prior to election day does not lose their voting right and may participate in voting under procedures defined by the Electoral Code.
For example, if a citizen of Armenia who has reached the age of 18 has been absent from the country for ten years and, during that time, the validity of their identity document expired and they did not apply for a new one, their data will not be included in the voter list if their identity document was not valid during the six months preceding election day. However, if that citizen is present in Armenia on election day and has registration in any community of the country, they may apply to an authorized body — the Migration and Citizenship Service of the Interior Ministry or its relevant subdivisions — or to a court to obtain either a certificate from the authorized body or a judicial act confirming inclusion in the additional voter list compiled on election day. By presenting these documents, the citizen may be included in the additional voter list on voting day.
Voters who are not registered in Armenia must submit an application to the authorized body no later than 12 days before election day, by 14:00, requesting temporary inclusion in the voter list and indicating the address where they will be staying in Armenia on the day of voting.
Parliamentary elections in Armenia are scheduled to take place on June 7, 2026.
