Armenia moves to ensure mandatory preschool for ages 5–6

A legislative package has been proposed that would help ensure mandatory preschool education for children aged 5–6, Minister of Education, Science, Culture and Sport Zhanna Andreasyan said during a session of the National Assembly’s Standing Committee on Science, Education, Culture, Diaspora, Youth and Sports.

The minister presented amendments and additions to the laws “On Preschool Education,” “On General Education,” and “On Vocational Education and Training.”

The proposed changes focus on two main directions. The first concerns the unification of certification procedures.

Unified requirements have been established for applying for certification, as well as for cases of certificate suspension and general approaches to the certification process.

According to the minister, this approach has made it possible to pursue a unified policy and, in the future, to bring the procedures for organizing certification exams closer together.

Another key amendment in the legislative package concerns the law “On Preschool Education.” It proposes lowering the age threshold for preschool institutions by allowing enrollment for children under the age of four.

Andreasyan explained that two age thresholds are proposed: in general, preschool institutions would serve children aged 4–6, while in settlements where only one preschool service operates, it would be possible to organize institutions for children aged 3–6.

These regulations are intended to expand access to preschool education and ensure the implementation of mandatory preschool education for children aged 5–6, in line with the government’s strategic objectives.

The issue was discussed in its first reading during the committee’s March 17 session and received a positive conclusion.
