Pashinyan: new Constitution needed for justice reforms

Prime Minister Nikol Pashinyan told parliament that Armenia faces major unresolved issues in the water and justice sectors, speaking on the results of 2025.

According to him, problems in the judicial system cannot be effectively addressed without adopting a new constitution, reports Pastinfo.

“In both areas, we have serious accumulated problems that are not being resolved. Frankly, I believe a significant part of the judicial system’s issues cannot be addressed without adopting a new constitution, because this inertia and stagnation will continue. Constitutional solutions are needed to remove these so-called artificial barriers and confront the real situation in the judiciary,” he said.

Among the year’s key achievements, Pashinyan highlighted peace, the introduction of a health insurance system, and its impact on the social sector.

He pointed to programs supporting families, including assistance for third and subsequent children and childcare benefits provided to mothers until their children reach the age of two.

He also described reforms in the state system—particularly certification processes—as well as changes in the army, as strategic successes.

“I consider the introduction of a new pilot system of performance-based remuneration a major success. We hope to formalize it through legislation by next autumn or spring. All these achievements are interconnected and serve as drivers for one another,” he said.

The prime minister added that reforms in education have become irreversible, with similar progress in the army, construction sector, and state budget revenue collection.

“But anything that is well built can also be dismantled quickly—essentially, anything can be destroyed in five minutes,” he noted.

Earlier, it was announced that the draft of the new Constitution is ready but has not yet been published. Justice Minister Srbuhi Galyan said the preamble is still pending.
