Russia lists Armenia among high-risk arrest countries

Russia has included Armenia among countries posing a high risk of arrest for Russian citizens. Russia’s Foreign Ministry published a list of countries where, according to the ministry, Russians face an elevated risk of detention and extradition to the U.S.

Grigory Lukyantsev, director of the Russian Foreign Ministry’s Department for Multilateral Cooperation on Human Rights, said many states — not only in the European Union but more broadly — have certain obligations regarding extradition and transfer procedures, RIA Novosti reported.

“All this must be taken into account when assessing the risks people may face when traveling abroad,” Lukyantsev said.

He noted that the Foreign Ministry does not decide where Russians may or may not travel. The ministry can only advise against visiting certain countries if it believes citizens may encounter problems with American or European authorities.

According to information published by the Russian Foreign Ministry, countries posing a high risk of arrest of Russian citizens at the request of the United States include most of Europe and Latin America, as well as Australia, Canada, Armenia, Israel, the Maldives, South Korea, Singapore, Thailand, Fiji, Sri Lanka, Liberia and Morocco.

At the same time, the ministry noted that the list does not include all countries that have extradition agreements with the United States.
