All Artsakh Armenians can participate in the elections, regardless of whether they hold passports with the 070 code or have accepted Armenian citizenship, lawyer Roman Yeritsyan said on Facebook.
He explained the procedure through which participation can be secured.
“You submit a written application to Armenia’s Migration and Citizenship Service demanding inclusion in the voter lists (the application form is available in the comments). If you notice that the response to the application, regardless of its content, is being artificially delayed, you should urgently alert the Central Electoral Commission and the Office of the Human Rights Defender.
If you receive a refusal from the Migration and Citizenship Service, within three days — including on election day itself — you apply to the court according to your registered address, demanding inclusion in the voter list, citing the fact that you hold an Armenian citizen’s passport and are a citizen of Armenia, while your citizenship has not been terminated through any procedure established by law. At the same time, you indicate that the Administrative Court has three legally binding rulings dated May 2026, fully satisfying lawsuits filed on the same grounds.
The court examines and resolves the claim within such timeframes as to allow the voter to participate in voting. The court ruling is final, not subject to review and enters into force from the moment of publication.
After receiving the court ruling, you urgently submit it to Armenia’s Migration and Citizenship Service and demand inclusion in the voter list,” the post said.
The election campaign that began on May 8 will continue until June 5. June 6 will be a day of silence, and elections will take place on June 7. On May 25, it became known that the Alliance Progressive Centrist Party had submitted a withdrawal request, after which the Central Electoral Commission invalidated the registration of the party’s electoral list. Ballot paper number 13 will not appear in the upcoming elections.
