Russia restricts Armenian fruit imports

Russia will restrict imports from Armenia of cherries, apricots, peaches, plums, grapes, and other stone fruits starting June 2, as well as their transit to other member states of the Eurasian Economic Union (EAEU).

Russia’s Rosselkhoznadzor said it had recorded a growing number of violations involving shipments of Armenian fruit.

“The agency has repeatedly informed the Armenian side about violations detected during deliveries of products subject to quarantine control, including the identification of quarantine objects regulated within EAEU member states,” the statement said.

The agency noted that the increasing number of such cases reflects the consequences of the dissolution of Armenia’s Ministry of Agriculture, whose powers were transferred to the Ministry of Economy. According to Rosselkhoznadzor, products supplied from Armenia in recent periods have failed to comply with EAEU and Russian phytosanitary requirements.

“It may be assumed that Armenia’s Ministry of Economy has encountered structural difficulties and is unable to fully perform the functions assigned to it following the abolition of the Ministry of Agriculture,” the statement said.

According to the agency, the current situation has put at risk the phytosanitary well-being of Russia and the EAEU territory, as well as the implementation of state support programs for industrial horticulture, fruit growing, and viticulture in Russia.

“Taking these circumstances into account, temporary restrictions are being imposed from June 2, 2026, on the import of stone fruits originating from and shipped from the Republic of Armenia (under EAEU commodity code 0809, including sour cherries, cherries, apricots, plums, peaches, and nectarines), as well as fresh grapes (commodity code 0806). Restrictions will also apply to the transit of the specified products to EAEU member states until an appropriate mechanism ensuring the safety of exported products is developed,” the Rosselkhoznadzor statement said.

Russia has previously imposed restrictions on imports of Armenian products. These included bans on the import of Jermuk mineral water, flowers, and certain alcoholic beverages from Armenia. Restrictions have also been applied to several agricultural products, including tomatoes, cucumbers, and strawberries.
